Helen Lee, counsel with Troutman Pepper Locke, participated in the “Navigating Payments Compliance: MTL/MSB Frameworks, Nacha and Network Rules, and Bank-Fintech Regulatory Strategies” session on Friday, September 4 at 8:00 am as part of the American Bar Association (ABA) Business Law Section Fall Meeting.
The session explored the complex regulatory landscape governing payments compliance, including the licensing requirements and compliance obligations under Money Transmitter License (MTL) and Money Services Business (MSB) frameworks. It also examined Nacha operating rules and payment network rules that govern ACH transactions and other electronic payment systems, as well as the regulatory strategies financial institutions and fintech companies must navigate when entering into bank-fintech partnerships. The discussion provided practical guidance for legal and compliance professionals working at the intersection of traditional banking regulation and emerging financial technology.
