The USPTO’s Patent Pro Bono Program was established under the 2011 America Invents Act as a nationwide network of independently operated regional programs that match volunteer practitioners with inventors for the purpose of securing patent protection. WILMINGTON, D.E. Evelyn Meltzer, a partner in Troutman Pepper’s Financial Restructuring + Insolvency Practice Group, has been elected to serve on the Board of Directors for the American Bankruptcy Institute (ABI), the largest multi-disciplinary, non-partisan organization dedicated to research and education on matters related to insolvency, with nearly 11,000 members. Meltzer, who serves as co-chair of the ABI International Committee, also was named ABI’s Committee Member of the Year for 2022, and the ABI International Committee was recognized as ABI’s Committee of the Year for 2022.

Meltzer focuses her practice on distressed M&A, corporate bankruptcy, and creditors’ rights. She regularly represents sellers and purchasers in distressed M&A transactions including Article 9 sales, asset sales conducted as part of assignments for the benefit of creditors (ABC), and sales conducted pursuant to section 363 of the Bankruptcy Code. She has significant experience guiding corporate debtors, creditors’ committees, secured and unsecured creditors, and others through all aspects of complex Chapter 11 and Chapter 7 proceedings. She also represents companies and assignees in connection with Delaware ABC proceedings in the Delaware Chancery Court. Her clients include both plaintiffs and defendants in bankruptcy-related litigation matters including avoidance actions.

In addition to her work with ABI, Meltzer serves as secretary for the International Women’s Insolvency and Restructuring Confederation (IWIRC), co-chair of the Delaware State Bar Association’s Bankruptcy Section Legislative Committee, and is a board member for Law360’s Bankruptcy Editorial Advisory Board.

Based in Washington, D.C., Reilly has over two decades of experience representing financial institutions – from fintech start-ups and neobanks to lenders and mortgage servicers – in a wide variety of regulatory, enforcement, and litigation matters. He has extensive experience in enforcement actions, informal investigations, and examinations by the CFPB, OCC, Federal Reserve, FDIC, SEC, numerous state agencies, and the mortgage government-sponsored enterprises such as Fannie Mae.

Reilly’s compliance counseling covers the entire panoply of consumer and business lending laws and rules under TILA/Reg. Z, ECOA/Reg. B, RESPA/Reg. X, UDAAP, EFTA/Reg. E, the Fair Credit Reporting Act, debt-collection laws, GLBA privacy provisions, and state licensing regimes, among others. For banks and bank-affiliated clients, he also advises on bank powers, federal preemption, interstate expansion, and a range of Bank Holding Company Act matters, including rules on inter-affiliate transactions, tying, and director qualifications.

Hubler’s pro bono efforts have historically focused on obtaining expunction orders for individuals who have been convicted or charged with crimes in North Carolina. This year, Hubler will also begin to serve as Troutman Pepper’s liaison and team-lead for the Charlotte Legal Initiative to Mobilize Business (CLIMB). Formed in the wake of the George Floyd protests, CLIMB is a nonprofit organized by a group of local law firms to provide access to free, sophisticated business law services to low-income entrepreneurs and small businesses.
