Jay Dubow, a partner in Troutman Pepper Locke’s White Collar + Government Investigations Practice Group, was quoted in the April 9, 2025 Law360 article, “Senate Confirms Trump Pick Atkins to Lead a Leaner SEC.”

One of the first things Atkins may have to do as chair is rally the remaining staffers around his agenda, according to Jay Dubow of Troutman Pepper Locke LLP.

“Right now there is a lot of uncertainty. I know there are morale issues,” Dubow said, noting that his firm and others “are seeing a lot of resumes, getting a lot of calls from members of [SEC] staff” who have left or are hoping to leave.

“So I think when there is finally a chair, as opposed to an acting chair, I think that there will be some efforts to calm the troops down,” he added.
