Addition Strengthens Firm’s Market-Leading Energy Regulatory Practice and Texas Utility Regulation and ERCOT Capabilities

AUSTIN – Texas energy lawyer Emily Jolly has joined Troutman Pepper Locke’s nationally ranked Energy Regulatory Practice Group as a partner in Austin. Jolly most recently served as senior vice president and chief regulatory and compliance officer at the Lower Colorado River Authority (LCRA), a major wholesale power generation and transmission provider serving Central Texas.

Jolly brings nearly two decades of Texas-based legal experience to complex energy matters, with a particular focus on contested case proceedings, rulemakings, and advocacy before state administrative agencies. Over the past decade, Jolly has been recognized for her knowledge and experience on transmission and wholesale power policy within the Electric Reliability Council of Texas (ERCOT), earning election to the Technical Advisory Committee and the Wholesale Market Subcommittee, among other notable roles and distinctions. As a senior leader at LCRA, she led the organization’s regulatory affairs and regulatory and market compliance teams and served as counsel on electric regulatory matters. Jolly’s responsibilities included directing LCRA’s advocacy before the Public Utility Commission of Texas (PUCT) and ERCOT, providing strategic support to the legislative team, and overseeing the preparation and filing of all rate and transmission line certification applications.

“We have known and respected Emily for years as a leading authority on electric utility regulation, administrative law, and wholesale market policy in Texas, and we are thrilled to add her to our team,” said Chris Jones, leader of Troutman Pepper Locke’s Energy Regulatory Practice Group. “Emily’s experience will strengthen our offerings on all manner of Texas energy regulation issues and support our busy energy transactional practice.”

“Emily spent years navigating Texas’ distinct regulatory framework from inside LCRA, a longtime firm client, and that perspective strengthens our state regulatory bench considerably,” said Dave Foster, managing partner of the firm’s Austin office. “She brings the kind of firsthand experience our clients value as the state continues to attract significant energy investment.”

“Troutman Pepper Locke is a known leader in the energy space with deep Texas roots. The firm’s regulatory capabilities and client base are a natural fit for my background, and I’m excited to build and grow my practice alongside such a talented and collaborative team,” said Jolly.
