Jennifer Capasso Mendonça, Stephanie H. Massey, and Todd L. Cooper, partners, and Natalie M. Jersak, an associate, in Troutman Pepper Locke’s Public Finance Practice Group, were mentioned in the August 26, 2026, Law360 Real Estate Authority article, “The Firms Advising on Recent University Housing Bond Deals.”

  • Troutman and Mintz are among various law firms that have assisted on recent large bond financing deals for student housing projects.
  • Troutman Pepper Locke LLP helped a trio of Massachusetts schools on recent student housing matters, acting as bond and borrowers’ counsel to Northeastern University, Suffolk University and Brandeis University on deals for Massachusetts Development Finance Agency revenue bonds. Jennifer Mendonca, Todd Cooper and Natalie Jersak at Troutman worked on all three matters.

The law firm helped Northeastern with a $436.4 million issuance, and the school used a portion of the proceeds to buy its East Village residence hall. Troutman also guided Suffolk on a $157.1 million issuance, with part of the proceeds used to acquire a commercial property and convert it into student housing. And the firm assisted Brandeis on a pair of bond financings, one for $21.7 million and a second for $112.9 million. Brandeis is using a portion of the proceeds for a new, 630-bed residence hall that’s expected to welcome students in the fall of 2027.
  • Troutman guided the Massachusetts Development Finance Agency on those deals, with Mendonca, Cooper, Jersak and Stephanie Massey working on that matter.
