Joe Reilly, a partner in Troutman Pepper’s Consumer Financial Services Industry Group, was quoted in the April 26, 2023 Law360 article, “Troutman Pepper Adds Manatt Financial Regulatory Atty In DC.”
In an email to Law360 Pulse, Reilly expanded on his time in Congress, saying he worked for both Democrat and Republican controlled Houses, which provided him with an interesting perspective on those issues.
“It was interesting, though, because many of the issues before that committee have more of a regional than a partisan aspect, so the substantive changes were not as significant as one might think,” he said. “I was really fascinated by how banks, in particular, are regulated, with both the federal government and the states involved. That still interests me today. I was also amazed at how much thought Congress had put into some of the consumer protection laws. The FCRA, for example, is quite a complex statute.”

“On the regulatory side, the core team comes from Ballard Spahr, a competitor of mine from my Buckley Sandler days,” Reilly said. “I always viewed the Ballard Spahr team as top-shelf, so when they moved to Troutman Pepper early last year, I was intrigued. Joining Troutman Pepper also gave me the chance to reunite with a team of Charlotte mortgage attorneys led by Bill Mayberry, who I had worked with for several very productive years when we were all at McGuireWoods.”
