Missouri AG Files Suit Against Cryptocurrency ATM Operator Over Consumer Protection Issues

On May 20, the Missouri attorney general (AG) filed suit in Missouri state court against the cryptocurrency ATM operator GPD Holdings LLC, which does business as CoinFlip. The AG alleges that CoinFlip violated Missouri’s Merchandising Practices Act by failing to adequately protect consumers from fraud involving its machines and by not clearly disclosing the full extent of its transaction fees. CoinFlip has denied the allegations and stated that it intends to contest the lawsuit.

Data Privacy Law Enforcement: Our Exclusive Analysis of One Year of Cure Letters From New Jersey

Key point: In response to an open records request submitted by Troutman Pepper Locke, the New Jersey AG’s office provided copies of all cure letters sent pursuant to New Jersey’s consumer data privacy law and resolved by the recipient.

As shown by recent enforcement actions in California, including its most recent $12.5 million fine, the risk for companies that are out of compliance with state consumer data privacy laws has never been higher. As more state laws go into effect and cure periods sunset, the risk will only grow. One state where the enforcement risk may be higher is New Jersey.

Washington AG Settles With Cleaning Service Company

On May 11, 2026, the Washington AG settled with Homeaglow Inc. d/b/a Dazzling Cleaning (Homeaglow), a cleaning service company, and related parties, for $2.25 million over alleged violations of the Washington Consumer Protection Act for unfair and deceptive advertising and negative option membership practices.

AG of the Week

Catherine Hanaway, Missouri

Catherine L. Hanaway was sworn in as Missouri’s 45th AG on September 8, 2025, following her appointment by Governor Mike Kehoe. She is the first woman to hold the position in state history.

Hanaway has extensive experience in both public service and private practice. From 2005 to 2009, she served as U.S. attorney for the Eastern District of Missouri, where she oversaw more than 4,000 criminal and civil cases involving issues such as methamphetamine manufacturing, child exploitation, fraud, and public corruption. Earlier in her career, she was elected to the Missouri House of Representatives and became the first woman to serve as speaker of the House.

Before assuming the role of AG, Hanaway practiced law in St. Louis, focusing on complex litigation and white-collar matters, including health care, financial, and regulatory issues, and held senior leadership roles within her firm.

A Missouri native, Hanaway earned a bachelor’s degree from Creighton University and a law degree from The Catholic University of America, Columbus School of Law. She lives in St. Louis with her husband, Chris, and their two children, Lucy and John, and has been active in civic and professional organizations, including service with the Regional Business Council and the St. Louis Regional Crime Commission.

  • Hanaway appointed longtime trial attorney Mark B. Leadlove as deputy AG, effective immediately. Leadlove brings more than 37 years of litigation experience from Bryan Cave Leighton Paisner, where he led a large national practice group and handled a wide range of commercial disputes. A former Army JAG officer and Army Reserve lieutenant colonel, he has tried roughly 100 courts-martial, earned multiple professional accolades, and been active in numerous civic and charitable organizations. As deputy AG, Leadlove will focus on courtroom work, mentoring attorneys, and advancing the office’s public service mission.
  • Hanaway announced that her office has filed suit in the Circuit Court of Jasper County against GPD Holdings LLC (CoinFlip), which markets itself as the world’s largest cryptocurrency ATM network and operates more than 140 kiosks across Missouri, alleging that the company knowingly facilitated scams targeting vulnerable Missourians — especially seniors and veterans — by enabling nonrefundable, hard‑to‑trace crypto transfers and charging convoluted, excessive fees despite advertising its machines as safe and fraud‑protected, and seeking a declaration that CoinFlip’s practices violate the Missouri Merchandising Practices Act, an injunction barring it from operating in the state, civil penalties of up to $1,826,000, and restitution for affected consumers.
