North Carolina has long been a leader in multistate investigations, particularly in the realms of antitrust, customer protection, privacy and tobacco, according to Ashley Taylor Jr., co-chair of the state attorneys general practice at Troutman Pepper Hamilton Sanders LLP.

Taylor said he expects Jackson to have a similar profile to his predecessors in that regard.

“Unlike some other states, where an attorney general has to try and carve his own path, he won’t have to do that,” Taylor told Law360. “All he’ll have to do is come in and do his job.”

It remains to be seen whether Jackson will devote his attention to enforcement or be aggressive on regulation, the latter of which could shape the state’s business climate, Taylor said. Cooper and Stein were “very balanced” in that regard, he added.
