Abbey provides strategic counsel to pharmaceutical, health care, technology, energy, and retail companies leading internal investigations and responding to government inquiries alleging individual or corporate misconduct, including violations of the False Claims Act (FCA), the Anti-Kickback Statute (AKS), and the Foreign Corrupt Practices Act (FCPA). Abbey takes a thoughtful and deliberate approach to investigating allegations of fraud, conflicts of interest, bribery, or other misconduct, helping each client make informed and practical decisions.

Her depth of experience in the False Claims Act — from the first knock on the door through declination decisions and to litigation — allows Abbey to position cases for a successful resolution. She regularly analyzes and argues the most complex and quickly evolving legal issues related to the FCA, keeping clients abreast of developments relevant to their legal and strategic goals.

Responsiveness and proactivity are central to Abbey’s approach to client service, and she views advising on compliance best practices as a foundation of her practice. With a view toward practical and achievable objectives, Abbey counsels clients on how to structure their compliance programs and practices to align with Department of Justice and Securities & Exchange Commission expectations.

Abbey focuses her pro bono efforts on election protection, regularly managing the Pennsylvania hotline for the Lawyers’ Committee for Civil Rights under the Law. She is also a board member of the Committee of Seventy, a nonpartisan organization that seeks to promote free and fair elections and good government, and she sits on the advisory board of the Temple Law School Center for Compliance and Ethics.

Before joining the firm, Abbey was a law clerk to the Hon. Harvey Bartle III of the U.S. District Court for the Eastern District of Pennsylvania.

  • Defended several pharmaceutical companies in connection with government investigations alleging violations of the False Claims Act and the Anti-Kickback Statute, successfully obtaining government declinations and dismissals, and defending clients in subsequent qui tam actions.
  • Conducted internal investigations on behalf of the boards of directors of publicly traded pharmaceutical and retail companies after allegations of financial fraud, conflicts of interest, bribery, and other corporate misconduct.
  • Conducted internal investigations for publicly traded companies after allegations of C-suite misconduct, including data privacy violations, conflicts of interest, inappropriate personal relationships and discrimination.
  • Advised and represented corporate clients that were victims of employee fraud and theft, successfully referring matters for federal prosecution.
  • Successfully defended health care providers in government investigations alleging improper Medicare and Medicaid billings and violations of the False Claims Act.
  • Defended construction manufacturers, suppliers, and developers in government investigations alleging violations of disadvantaged business enterprise (DBE) laws and regulations and advised the same clients on preventative compliance best practices.
  • Advised pharmaceutical and retail clients on designing, implementing, and monitoring compliance programs that adhere to DOJ and SEC guidance.
  • Advised pharmaceutical companies in connection with deferred prosecution and corporate integrity agreements following violations of the Foreign Corrupt Practices Act. The advisory role included investigating and developing remedial actions to deter future violations.
