Andrew Thurmond

Andrew’s industry focus in renewable energy and power includes renewable natural gas, residential solar, utility-scale solar, wind, natural resources, water, wastewater, food waste, agricultural waste, waste-to-energy, and other infrastructure. He counsels clients in financial and corporate transactions, including public-private partnerships and other alternative project delivery structures.

Andrew is also involved in the firm’s pro bono practice, where he assists parents of children with disabilities in the D.C. public school system in obtaining special education services.

Prior to joining the firm, Andrew was an associate at a national law firm, and before that, an associate at a public finance and infrastructure boutique law firm, where he focused on public-private partnerships and the procurement and implementation of public infrastructure on an alternative project delivery basis in the water treatment, wastewater treatment, renewable energy, recycling, and solid waste sectors.

• Represented an owner in connection with multiple acquisitions and debt financings of residential solar portfolios in aggregate exceeding $600 million and 300MW.
• Represented utilities in the long-term development, construction, and operation of numerous renewable natural gas projects.
• Represented a utility in the formation of its residential solar development, finance, installation, and operation business.
• Represented utilities in the acquisition, construction, operation, and maintenance of multiple utility-scale solar projects, totaling in excess of $800 million and 650MW.
• Represented several developers in the development and implementation of residential and commercial rooftop solar purchase agreements, EPCs, and offtake agreements.
• Represented a developer in a long-term solar development, EPC, and O&M partnership.
• Represented a utility subsidiary in the development and subscription of a residential solar portfolio.
• Represented an investment and financing company in connection with multiple acquisitions, financings, and development of its renewable, sustainable infrastructure fleet, including battery storage; community, commercial, and industrial solar; energy efficiency; and fuel cells.
• Represented developer in the development, construction, and sale of a 160MW solar project.
