Andrew Thurmond

Andrew advises lenders, developers, sponsors, and public and private owners on the development and financing of energy and infrastructure projects. His practice centers on renewable energy and power — including utility-scale and residential solar, wind, battery energy storage systems (BESS), and renewable natural gas — and extends to waste-to-energy, water and wastewater, and other infrastructure assets.

Andrew represents clients on all sides of energy and infrastructure projects throughout the project life cycle, from development and procurement through financing, construction, and operation. His work includes project debt financings and the negotiation of key project contracts, including build-transfer agreements (BTAs); power purchase agreements (PPAs); engineering, procurement, and construction (EPC) agreements, operations and maintenance (O&M); agreements; and equipment and supply agreements. He also has particular experience with public-private partnerships (P3s) and other alternative project delivery structures.

Before joining Troutman, Andrew was an associate at a national law firm and, earlier, at a public finance and infrastructure boutique, where he focused on procuring and implementing public infrastructure through alternative delivery in the water, wastewater, renewable energy, recycling, and solid waste sectors.

• Represented an owner in connection with multiple acquisitions and debt financings of residential solar portfolios in aggregate exceeding $600 million and 300MW.
• Represented utilities in the long-term development, construction, and operation of numerous renewable natural gas projects.
• Represented a utility in the formation of its residential solar development, finance, installation, and operation business.
• Represented utilities in the acquisition, construction, operation, and maintenance of multiple utility-scale solar projects, totaling in excess of $800 million and 650MW.
• Represented several developers in the development and implementation of residential and commercial rooftop solar purchase agreements, EPCs, and offtake agreements.
• Represented a developer in a long-term solar development, EPC, and O&M partnership.
• Represented a utility subsidiary in the development and subscription of a residential solar portfolio.
• Represented an investment and financing company in connection with multiple acquisitions, financings, and development of its renewable, sustainable infrastructure fleet, including battery storage; community, commercial, and industrial solar; energy efficiency; and fuel cells.
• Represented developer in the development, construction, and sale of a 160MW solar project.
