Blake provides comprehensive services to clients that interact with government. He is skilled in high-stakes government contracts litigation and government investigations involving federal agencies and state attorneys general.

Blake has led matters for global corporations and startup companies. These matters span the full breadth of government contracting and state and federal investigations, including bid protests, REAs and claims, suspension and debarment issues, FCA investigations, and statutory and regulatory compliance. He has appeared (and won) before numerous federal agencies and state and federal courts.

Blake previously held senior positions in the Office of the Kentucky Attorney General. He helped lead an office of 200+ employees, set and execute the office’s policy goals, and represent the office before multiple legislative bodies. His work spanned ESG issues, energy policy, the opioid crisis, and much more. As a result, he draws on a significant understanding of government priorities and legislative strategies to help clients navigate complex legal landscapes.

  • Second-chaired — from writing and filing the bid protest through arbitration and settlement negotiations — the protest of a nearly $200 million FAA award.
  • Second-chaired a False Claims Act investigation of a Fortune 500 defense contractor.
  • Drafted and worked the longest-running pre-award bid protest ever filed at the U.S. Court of Federal Claims.
  • Drafted, filed, and led dozens of bid protests before federal agencies and the GAO.
  • Helped research and brief case law in defense of the U.S. Air Force’s Other Transaction Authority (OTA) award of a rocket launch services contract.
  • Assisted with the response to simultaneous federal and state investigations of a Fortune 500 energy company.
  • Advised a Fortune 500 company on the risks of a public-private partnership that involved supplying battery packs for government-owned buses.
  • Counseled an aerospace services provider on government’s exercise of option period and, with one letter to the contracting officer, convinced the government that it had forfeited its unilateral right to the option period.
  • Provided government contracts-related counsel (e.g., claim submission, contract management, impact of impending legislation, etc.) to a major government services provider.
  • Presented ITAR, EAR, compliance, and ethics training to government contractors.
  • Handled complex construction and maritime matters, including delay claims, design errors, contract review, warranty and insurance issues, Coast Guard investigations, and Little Miller Act-related disputes.
