Bonnie Gill

Bonnie handles a wide range of matters for government contractors, including contract formation, performance, and administration; bid protests; REAs, claims, and claim appeals; domestic preference compliance; prevailing wage compliance; small business certification and compliance; intellectual property issues; security clearance; cybersecurity compliance; prime/sub relations; and due diligence in support of mergers and acquisitions.

Bonnie also guides clients through complex internal and government investigations as well as related litigation and alternate dispute resolution. She counsels clients in a variety of industries, including defense contracting, manufacturing, media, energy, health care, transportation, life sciences, and financial services.

Bonnie maintains an active pro bono practice including a focus on providing services to the local Richmond community.

Government Contracts

• Representing a defense contractor in claim appeal proceedings before the Armed Services Board of Contract Appeals (ASBCA).
• Advising a financial services client in connection with sponsored claims against the U.S. government.
• Advised a manufacturer on compliance with federal assistance grant in connection with securing financing for development of a new facility.
• Represented defense contractor in support of government contract due diligence in connection with small business certification.
• Regularly advises companies on compliance with domestic preference requirements including under the Berry Amendment, Buy American Act, Trade Agreements Act, and Build America, Buy America Act.
• Advised defense contractor on Berry Amendment, Buy American Act, and Trade Agreements Act compliance in connection with potential government investigation.
• Regularly performs transactional due diligence in connection with mergers and acquisitions involving federal and state government contracts.

Regulatory and Government Investigations

• Conducted internal investigation into alleged trade secret misappropriation for large building material manufacturer.
• Counseled a financial services client in connection with consumer protection claims brought by multiple state regulators over marketing and advertising practices.
• Represented a data and information services company in interactions with state attorneys general and various federal regulators.
• Conducted internal investigation in connection with allegations of fraud for large pharmaceutical company.
• Conducted internal investigation of claims by whistleblower alleging wrongdoing by media company.
• Advised local government entity on internal investigation.
• Represented media company in responding to third party DOJ subpoena in connection with high profile criminal investigation.

Commercial Litigation and Alternate Dispute Resolution

• Obtained a decisive seven-figure judgment following a two-week trial against a module manufacturer who supplied defective modules and refused to honor its warranty.
• Represented a cloud software company engaged in consumer class action and multidistrict litigation arising out of a data breach.
• Represented a building material manufacturer in multimillion-dollar mediation and arbitration involving breach of contract, trade secret, and intellectual property claims.
