Clark H. Lewis

Clark, a principal of Troutman Strategies (TS) and a partner of the firm, routinely works with Fortune 500 companies, business groups, and national trade associations on complex legislative and governmental issues. His practice focuses on state government relations, appropriations, public-private partnerships, traditional infrastructure projects, information technology initiatives, project development, and related legislative matters.

Clark also has extensive experience as an attorney in the areas of commercial and products liability litigation.

Legislative Initiatives

• Led a stakeholder group to reform Virginia’s tax and regulatory laws for a peer-to-peer vehicle sharing platform, to include necessary legislative amendments regarding insurance, taxation, recordkeeping, disclosure, and safety recall requirements.
• Facilitated public outreach and written comments on behalf of a locality in opposition to a request by a highway operator to increase toll prices before the SCC. In addition, TS represented the locality regarding bipartisan legislation to provide greater administrative oversight and reporting requirements for future petitions before the SCC to increase toll rates.
• Led a stakeholder group to defeat legislation that sought to expand Virginia’s bad faith claims to underinsurance policy holders and to change how underinsurance policy amounts are calculated or “stacked.”
• Represented national and regional construction firms in Virginia regarding changes to the Commonwealth’s procurement methods. In this representation, TS worked with is clients on legislation to reform Virginia’s procurement laws in the areas of Construction Management at Risk and Design – Build contracting.

Complex Transportation Projects

• Assisted national and international transportation and development companies in complex public-private partnerships (P3s or PPPs) and infrastructure development. TS routinely provides consulting services to build common ground between business objectives and government policy goals and works with its clients to evaluate and mitigate risks, as appropriate, on all issues regarding the procurement and development of complex long-term transportation projects.

Virginia’s Film Industry

• Provided legislative and consulting services for a national cable television company in support of Virginia’s film tax incentive and grant programs. TS worked with representatives of the Virginia Film Office, the General Assembly and related trade groups, to nearly double Virginia’s film grant and tax credit programs.

Science Museum of Virginia Foundation

• Represented the Science Museum of Virginia Foundation to obtain funding for necessary construction/infrastructure projects at the museum. The Science Museum recently opened its newest gallery (the “Speed” Exhibit) which includes the placement of an SR-71 Spy Plane in the Main Forum of the Museum. In addition, the Museum recently completed construction of its new Exhibit Hall and Event Center. These projects, along with a new Parking Deck and Dome/Imax facility, are an integral part of the Museums’ major expansion of the facility. TS also worked with the Foundation in support of necessary funding for the Northern Virginia Science Center in Loudoun County, VA.
