Stephen counsels clients on a wide range of privacy and cybersecurity issues. As a former assistant state AG, he has gained significant trial and appellate experience with issues involving consumer-facing products and services.

Before joining the firm, Stephen served as an assistant attorney general for the Criminal Appeals Section of the Office of the Attorney General of Virginia, where he presented oral arguments, filed more than 100 appellate briefs, petitions, and other pleadings in federal and state courts, and successfully petitioned, argued, and obtained a unanimous published reversal in the Supreme Court of Virginia.

Stephen also practiced as an assistant attorney general in the Consumer Protection Section, where he investigated and litigated cases related to consumer-protection, charitable-solicitation, and antitrust, including as lead attorney for the states on several multistate investigations and settlements. Additionally, he counseled and advised the Virginia Department of Agriculture and Consumer Services’ Office of Charitable and Regulatory Programs.

Stephen is an IAPP CIPP/US Certified Information Privacy Professional.
