More ways to contact Thomas Chandler Kleine
For more than two decades, Tom represented some of the world’s largest corporations on their most complex commercial development and land use issues in the mid-Atlantic. An article in The Virginia Lawyer’s Weekly recognized Tom as one of the “Leaders in the Law,” and noted that he has built “one of the leading land use practices in Virginia.” He served as lead land use counsel to a national retailer in obtaining multijurisdictional governmental approvals and entitlements necessary to expand throughout Virginia and Maryland, and for a major market entry into the District of Columbia. He also represented one of the world’s foremost technology companies on land use issues associated with certain high profile data center projects in Northern Virginia. He successfully obtained the rezoning and special use permit approvals for what is currently the largest operating solar facility in the mid-Atlantic, in addition to a variety of discretionary approvals for other large renewable energy projects. Other projects included distribution centers, a planned mixed-use community owned by one of the nation’s foremost homebuilders, the development of statewide telecommunications infrastructure, an international shipping terminal, asphalt and concrete manufacturing, health care facilities, and a wide variety of other national, regional, and local projects.
Earlier in his career, Tom spent nearly a decade on the U.S. Senate staff, where he was involved in drafting, managing, and negotiating legislation on a broad variety of national and international issues. As chief counsel to one of the standing committees of the Senate (whose membership included a future vice president, attorney general, secretary of state, and secretary of defense), Tom managed the committee’s extensive legislative agenda in addition to handling treaties, nominations for cabinet and sub-cabinet level officials, and a variety of constitutional and international legal issues.
Committed to providing pro bono legal assistance to those most in need, Tom served for several years as the Virginia Bar Association’s representative on the Board of the Legal Aid Society of Eastern Virginia. He received the firm’s pro bono award twice, and previously served as chair of the firm’s Hampton Roads Office Pro Bono Committee.

Enhance your search results with the following special search methods. These tools allow you to fine-tune what data is returned and how it’s matched.
Use quotation marks to search for an exact phrase or sequence of words:
Example:
"Marketing manager in London"
This will return results that match exactly what’s inside the quotes — word-for-word and in order.
If there are no exact matches, the system will fall back to your default search query (which can be configured separately).
Use the pipe symbol (|) to search for any of the listed terms:
Example:
Marketing manager | Sales manager | Business manager
This will return any result that matches at least one of the terms. If only one term matches, only that result is shown. If multiple match, all are returned.
Use the dash (-) to exclude specific words from the search results:
Examples:
Marketing manager -indeed.com
Houses in London -zoopla -terraced
This tells the search engine to omit any result that includes the excluded words (e.g., no listings from Zoopla or containing "terraced").
Use this method when no other matching methods succeed.
Example:
%economy in 2025 snp stocks%
This functions like a SQL LIKE query — it's a broad, fuzzy match that tries to find results containing the key terms anywhere in the content. It's often used as a final fallback option.
Use the ampersand (&) to ensure all terms are included in the results:
Example:
Sales & Marketing & London
Only results that contain all three keywords — “Sales”, “Marketing”, and “London” — will be returned.
Even if a page is titled “Sales & Marketing”, it will still be included, as long as all keywords are present somewhere in the content.
Use these search operators to narrow or broaden your results as needed. They can be combined and layered for even more control.
