Yuliya guides clients through the transactional and regulatory challenges of building and growing their businesses, whether they are a first-time entrant into the insurance industry or a well-established company working through a strategic shift.

• Insurance Regulatory: Yuliya advises on insurance regulatory matters that span the company lifecycle from establishment to withdrawal. She has supported clients on matters involving formation and licensing, complex product development, market conduct and trade practices, regulatory filings tied to corporate restructurings and transactions, and cybersecurity, data privacy, and AI-related requirements for the insurance industry.
• Commercial Arrangements: Yuliya assists clients with entering into various commercial arrangements, including managing general agent, managing general underwriter, program administration, claims administration, and wholesale and retail producer arrangements.
• Strategic Transactions: Yuliya supports clients through various strategic transactions, including joint ventures, mergers and acquisitions, and reinsurance transactions.

Yuliya represents U.S.-domestic and international insurers, reinsurers, agencies, brokerages, managing general agents, and other insurance intermediaries as well as both startup and established insurtechs. Her clients operate throughout the insurance industry, including in the life and annuities, health, property and casualty, financial guaranty, and title insurance industries, as well as the service contract/extended warranty space.

Yuliya’s experience working as a law clerk at a major global reinsurer while attending law school sparked her enthusiasm for the insurance industry. She has cultivated that passion to become a nationally recognized practitioner. Recognized by Best Lawyers, Super Lawyers, and Legal 500, Yuliya writes and speaks on insurance regulatory issues, including coverage of NAIC meetings with a focus on cybersecurity, innovation, and technology.

• Represented a large mutual insurer in its acquisition of a fully authorized Lloyd’s managing agency.
• Represented a Bermuda insurer in establishing a joint venture in the title insurance industry in the U.S.
• Advised a wholesale broker for cyber insurance on formation, licensing, and various regulatory and cybersecurity matters.
• Represented a German reinsurer in its acquisition of U.S. insurance subsidiaries.
• Advised an infrastructure-as-a-service (IaaS) provider on the development of its insurance platform.
• Advised one of the world’s major reinsurance groups on various insurance regulatory and transactions related to its insurtech-focused platform.
• Represented a provider of loyalty programs and insurance products in the sale of its AD&D business.
• Assisted in the internal restructuring and redomestication of a large mutual insurer.
• Advised a large cybersecurity insurance group on the acquisition of an insurance company and launch of U.S. surplus lines insurer.
• Represented large insurance group on development of a reinsurance platform.
