NEW YORK – Yuliya Feldman has joined Troutman Pepper Locke as a partner in the firm’s Insurance Transactional and Regulatory Practice Group in New York. She brings deep experience in strategic transactions, regulatory compliance, and reinsurance to one of the nation’s most recognized insurance practices.

Feldman joins Troutman Pepper Locke from Mayer Brown, where she advised U.S. domestic and international insurers, reinsurers, managing general agents, insurance intermediaries, and service contract providers on a broad range of regulatory, transactional, and general corporate matters. Her practice spans the full lifecycle of insurance operations, covering formation and licensing, product development, complex structured reinsurance transactions, cybersecurity compliance, insurtech advisory support, and joint venture agreements in the life and annuities, health, property and casualty, financial guaranty, and title insurance industries.

“Yuliya’s impressive experience and background in insurance M&A, regulatory, and reinsurance matters will significantly advance our strategic goals of strengthening our New York presence and deepening our national insurance practice,” said Zachary Lerner, chair of the firm’s Insurance Transactional and Regulatory Practice Group. “The impact of Yuliya’s decision to join our expanding and vibrant practice cannot be overstated and further demonstrates that we are a ‘go-to’ firm for both legal practitioners as well as industry professionals seeking bespoke counsel. Our clients will immediately benefit from her sophisticated deal work and cutting-edge regulatory advice.”

Feldman’s arrival reflects considerable momentum the practice has built over the past few years. The firm most recently welcomed Baird Allis, a former vice president and associate general counsel at Kemper Corporation, in Chicago last month. The group has also attracted talent from peer firms, including J.P. Hong from Sidley Austin and Marisa Young from McDermott Will & Schulte. Troutman Pepper Locke continues to earn sustained industry recognition from Chambers USA, Legal 500, and Best Law Firms®. In its most recent rankings, Chambers USA recognized the team with more than 25 practice areas and attorney rankings, including 10 Band 1 and Band 2 rankings and six new rankings in New York, Texas, Virginia, and Washington, D.C.

“Yuliya’s entrepreneurial mindset embodies the culture we have at Troutman Pepper Locke, and that kind of drive is what sets lawyers apart in a market as competitive and dynamic as New York,” added Nicholas David, New York office managing partner. “She will be a great fit with the Insurance Transactional and Regulatory Practice Group and the New York office. We’re excited to welcome her to the firm.”

Feldman is a frequent publisher on key insurance developments, including reinsurance, cybersecurity, artificial intelligence, and NAIC matters. She has been an active member of mentorship, community building, and lateral integration committees at her former firms. Feldman was recognized by Legal 500 as a Rising Star, by Super Lawyers as a “Rising Star” in New York for Business/Corporate Law, and by Best Lawyers: Ones to Watch® in America in Insurance Law.

“Troutman Pepper Locke has one of the most highly regarded and innovative insurance practices in the country. I’m excited to take my practice to the next level here with a larger platform, expanded resources, and an exceptional team behind me,” said Feldman.
