Bill is a nationally recognized energy and corporate lawyer with more than three decades of experience guiding clients through transformative transactions in the energy sector. He advises private equity firms, developers, utilities, and strategic investors on mergers and acquisitions, project finance, and the development of energy assets across the conventional and renewable spectrum.

Bill has led many of the industry’s most significant midstream transactions, including multibillion-dollar sales and acquisitions involving pipelines, processing facilities, and gathering systems. He also counsels clients in large-scale renewable energy transactions, such as the acquisition of a 6,000 MW portfolio of wind and solar projects across the U.S. His ability to bridge traditional oil and gas with emerging clean energy platforms positions him as a trusted advisor to clients navigating the energy transition.

Beyond his practice, Bill is deeply engaged in professional and community leadership. He is a fellow of the Texas Bar Foundation, and also serves on the boards of Junior Achievement, the Texas Business Hall of Fame and Performing Arts Houston, and other civic organizations.

  • Represented Medallion Midstream in the sale of its Delaware Basin crude oil gathering business to Plains All America for $160 million.
  • Represented a midstream operator in a cash-and-stock acquisition valued at approximately $425 million with $25 million contingent consideration, and in the acquisition of a midstream energy infrastructure company, for a total consideration of $90 million, including $70 million in cash and $20 million in equity.
  • Advised a midstream operator in the Delaware Basin on the acquisition of gathering systems from a leading independent crude oil and natural gas company for $180 million.
  • Represented a portfolio company in its sale of a product, stimulation chemical, and water services provider to a global leader in water-soluble polymers.
  • Advised Pinnacle Midstream in its sale to Phillips 66 for $550 million.
  • Represented GEC in the combination of Flowco Production Solutions, Estis Compression, and Flogistix, resulting in the formation of Flowco, the shale industry’s leading provider of production optimization and artificial lift solutions, forged in partnership with White Deer Energy.
  • Led Summit Midstream Partners in its sale of Summit Midstream Utica, LLC, to a subsidiary of MPLX for $625 million.
  • Counseled Medallion Midstream Services in the sale of its natural gas gathering processing business to Cardinal Midstream Partners.
  • Acted for ArcLight Capital Partners in the sale of Pride Convenience Holdings, LLC, to ARKO for approximately $230 million.
  • Represented NextEra Energy Partners LP in the $1.37 billion acquisition of Meade Pipeline Co LLC, securing a strategic interest in the Central Penn Line.
  • Advised one of the world’s largest wind developers in its acquisition of a 6,000 MW portfolio of wind and solar development projects across the U.S.
