ATLANTA – David B. Dove, a partner in Troutman Pepper Locke’s Regulatory Investigations, Strategy and Enforcement Practice Group, has been elected chair by the Board of Regents of the University System of Georgia (USG). Dove, who is currently serving as vice chair, will begin a one-year term on Jan. 1, 2026.
The Board of Regents is the constitutional governing body of the USG. The system oversees 26 public colleges and universities, including the University of Georgia (UGA) and the Georgia Institute of Technology, as well as the Georgia Public Library Service and the Georgia Archives. It serves more than 364,000 students.
At Troutman Pepper Locke, Dove leads the Regulatory and Economic Investment Practice in Georgia and advises clients on legal and public policy matters, particularly environmental, health care, and tax issues, as well as economic investment. His leadership has been instrumental in advancing clients’ business objectives and resolving regulatory hurdles.
Dove’s extensive background includes serving as executive counsel to Gov. Brian Kemp, interim director of the Georgia Environmental Protection Division, and a lead attorney on Georgia’s tri-state water wars. He has played a crucial role in judicial appointments and increasing the representation of women and minorities on executive branch boards and commissions.
In addition to his professional achievements, Dove remains highly engaged with his alma mater, UGA. He served as chair of the Alumni Board of Directors for UGA’s School of Public and International Affairs and as a board member of the Law School Alumni Council. Dove has also been recognized by the UGA Alumni Association with a Young Alumni Award for his outstanding leadership and service to the university, community, and legal profession.

NEW YORK – Jay Dubow and Ghillaine Reid, co-leaders of Troutman Pepper Locke’s Securities Investigations and Enforcement Practice Group, have been named to Securities Docket’s Enforcement Elite for 2025, a list recognizing the best securities enforcement defense attorneys in the industry.

Heffernan’s Background in Private Equity and M&A Fuels Firm’s Strategic Growth in National Energy Markets
NEW YORK – Thomas Heffernan has joined Troutman Pepper Locke’s Energy Transactional Practice Group as a partner in the firm’s New York office. He brings more than a decade of experience in private equity and mergers and acquisitions (M&A), which will enhance the firm’s already strong capabilities in New York and national energy markets.
Heffernan joins Troutman Pepper Locke from Kirkland & Ellis, where he focused on advising companies in the energy and infrastructure sectors. He provides guidance to both public and private companies, including private equity, venture capital, and growth equity firms, in connection with domestic and cross-border mergers and acquisitions, dispositions, joint ventures, minority investments, and reorganizations, among other general corporate matters. Additionally, Heffernan’s practice encompasses work in the health care and fintech industries.

RICHMOND – Noah DiPasquale, an associate in Troutman Pepper Locke’s Privacy and Cyber Practice Group, has been named among Virginia Lawyers Weekly’s 2025 Class of “Up & Coming Lawyers.” He was highlighted among attorneys in their first 10 years of practice “who are making their mark” across the commonwealth.
According to the publication, the “Up & Coming Lawyers” award honors attorneys who have excelled in the profession and are standouts among their peers. Honorees have made a name for themselves and display the determination and accomplishments that establish them as leaders of the future.
DiPasquale represents clients nationwide in consumer law and data privacy litigation. His practice focuses particularly on national class action litigation arising under federal and state consumer protection and privacy statutes, in particular the Fair Credit Reporting Act and Telephone Consumer Protection Act, as well as privacy litigation arising from cybersecurity incidents. Prior to joining Troutman Pepper Locke, DiPasquale worked within the federal judiciary at both the trial and appellate level, first as a law clerk to the Hon. Claude Hilton of the U.S. District Court for the Eastern District of Virginia and later as a law clerk to the Hon. Daniel Manion of the U.S. Court of Appeals for the Seventh Circuit.
