Margaret has comprehensive experience in project finance, including tax-exempt and taxable debt financings totaling more than $4.5 billion. She serves as lead counsel for governmental and conduit issues, including new issues and refundings for municipalities, counties, townships, special districts, and authorities issuing general obligation, special obligation, revenue, and mortgage revenue debt instruments to fund public infrastructure and utilities. Margaret also represents borrowers concerning tax-increment financing, industrial and economic development incentives, PACE incentives, and financing health care and convention facilities.

Margaret has experience with corporate finance, private placements, and Securities Exchange Act matters.

  • Serving as borrower’s counsel for an entity constructing polypropylene recycling plants implementing innovative technology under license from a Fortune 100 entity.
  • Serving as underwriters’ counsel to Goldman Sachs & Co LLC, Citigroup Global Markets Inc., RBC Capital Markets LLC, Fifth Third Securities, PNC Capital Markets LLC, and The Huntington Investment Company on multiple taxable and tax-exempt financings.
  • Served as underwriters’ counsel on significant hospital financings for Cincinnati Childrens Hospital and Medical Center, The Christ Hospital, and Bethesda Hospital, helping secure essential funding for expanding health care infrastructure and enhancing service capacity.
  • Guided clients as bond counsel and underwriters’ counsel on substantial convention center facility financings, including the Duke Energy Center and the Sharonville Convention Center.
  • Served as borrower’s / obligor’s counsel on substantial economic development projects.
  • Provided bond counsel services for municipal utility revenue financings, including water and wastewater revenue issues.
  • Acted as bond counsel on local government infrastructure projects, facilitating funding for essential public works that support community development and sustainability.
  • Advised clients on economic development transactions using tax increment financing, Community Reinvestment Areas (CRAs), and other tools, fostering economic growth and generating significant community investments.
