Matt advises investor-owned utilities in proceedings before the state regulatory commissions and guides clients through complex political regulatory environments. His practice sits at the intersection of energy regulation and political compliance, where he leverages a technical and systematic approach to simplify reporting obligations and secure favorable outcomes for clients. Matt assists clients throughout regulatory proceedings, including drafting pleadings, conducting extensive research, managing discovery, and drafting witness testimony, motions, and post-hearing briefing.

In his political compliance practice, Matt has advised a diverse range of clients, including private equity funds, public utilities, trade organizations, and manufacturing companies, offering strategic guidance on the formation and administration of state and federal PACs, fundraising communications, board governance and lobbyist reporting obligations.

Prior to attending law school, Matt received his bachelor’s degree in industrial and systems engineering with a concentration on quality and statistics from the Georgia Institute of Technology.

  • Advises and represents Georgia Power in multiple matters protecting its right to serve under the Georgia Territorial Electric Service Act.
  • Assist clients in navigating and maintaining compliance with federal Lobbying Disclosure Act obligations.
  • Advised multiple clients on Political Action Committee formation and compliance.
