Steve Johnson specialized in public finance for almost 30 years. Steve served as bond counsel, underwriter's counsel, bank counsel, issuer's counsel, and trustee's counsel in public finance transactions involving billions of dollars of tax-exempt and taxable bonds. Such bonds included governmental bonds, 501(c)(3) bonds for hospitals, continuing care retirement communities, educational institutions and other charitable organizations, multi-family housing bonds, exempt facility bonds for solid waste and sewage disposal, and industrial development bonds. Steve served as bond counsel to the Commonwealth of Virginia, state agencies and higher educational institutions, cities, counties, towns, public service authorities, redevelopment and housing authorities, industrial and economic development authorities, and various regional authorities and commissions. The financings involved general obligation bonds, revenue bonds, tax-exempt leases, certificates of participation and tax anticipation notes, competitive and negotiated underwritings, private placements, credit enhancements including letters of credit and municipal bond insurance, variable rate and fixed rate transactions, new money and refundings, and bond referenda. Steve also served as counsel with respect to economic development initiatives and public-private partnerships.
