Jim has an extensive practice representing government transportation agencies, handling all aspects of right-of-way acquisitions, procurements, contracting, construction, public finance, open meetings, and administrative law matters. Jim also represents clients in real property sales, acquisitions, leases, and financings.

  • Represents the North Texas Tollway Authority (NTTA) on an ongoing basis regarding government procurements, open government issues, and real-property acquisitions.
  • Extensively revised and redrafted NTTA’s procurement manual, including the formation of procurement procedures and standardized procurement contracts.
  • Served on the legal team that designed and created a request for proposals for a replacement back-office system for all NTTA tolling services and negotiated the resulting contract with the successful proposer.
  • Negotiated easements and related agreements for Trinity Metro to secure commuter rail access to Dallas/Fort Worth International Airport.
  • Represented investment funds in the sales and dispositions of multifamily and industrial properties throughout the U.S.
